مقایسه ترجیح و ادراک مردم از پارک های شهری طبیعی- ارگانیک و منظم - هندسی (نمونه موردی پارک لاله و پارک دانشجو)
در دهه های پایانی قرن بیستم تغییر سریعی در نگرش ها نسبت به طبیعت درمحیط شهری به وجود آمده است که نشان می دهد اگاهی بیشتری نسبت به طبیعت در میان عموم مردم و متخصصان ایجاد شده است. مزایا و فواید ارتباط با طبیعت توسط روان شناسان محیطی مورد تحقیق وبررسی قرارگرفته است و میتوان گفت که چنین ارتباطی برای سلامت انسان ضروری است و وجود مناطق باز و طبیعی مزایای زیبایی شناسی و روانی زیادی در بر دارد. برای افزایش استفاده عموم از فضاهای سبز شهری بهتر است این فضاها بر اساس ترجیحات و نیازهای عموم مردم طراحی شوند. پژوهش هایی وجود دارد که نشان می دهد در کشورهای غربی و به ویژه اروپایی برخی از مردم به منظر طبیعی و نامنظم در مناطق شهری اهمیت نمی دهند و آن را نامرتب ، ناهنجار، بی ارزش یا حتی ترسناک میدانند و منظرهای شهری منظم و طراحی شده را ترجیح میدهند. این پژوهش دیدگاه مردم را نسبت به منظرهای ارگانیک شهری در مقایسه با طرح های منظم تر و هندسی بررسی می کند. نظر عموم با استفاده از پرسش نامه با نمونه گیری تصادفی در دو فضای ارگانیک، و منتظم و هندسی مورد سنجش قرار گرفته و این دو شیوه طراحی با هم مقایسه شدند. نتایج نشان میدهد اگرچه استفاده کنندگان از هر دو پارک فواید و ویژگی های مثبت را در هر یک از آنها اشاره می کنند( در جزئیات) اما به طورکلی جامعه مورد مطالعه درک مشخصی از طراحی ارگانیک و طبیعی نداشته، الگوی شطرنجی را برای فضاهای سبز شهری ترجیح می دهند و برای آن فواید و ارزش های بیشتری قائلند. شناخت درک و دریافت مردم از شیوه های طراحی منظر و توجه به ترجیحات و نیازهای آنها در استفاده از فضاهای سبز می تواند به طراحان منظر در طراحی این فضاها و نیز افزایش استفاده از آنها کمک کند.

ارزیابی و مقایسه دو سیاست پیادهراهسازی و پیادهمداری در مراکز شهری (نمونه مطالعه: بافت مرکزی شهر همدان)
از جمله جنبشهای نوین در حوزه حملونقل شهری که با هدف ارتقای جایگاه عابران پیاده در سطح شهر و کاهش تسلط اتومبیل مطرح شده است، سیاستهای پیادهمداری و پیادهراهسازی هستند. در این میان نوع طراحیهای اتومبیلمحور در دهههای گذشته، منجر به وابستگی شدید مردم به وسایل نقلیه شخصی شده است که تغییر این سبک جابجایی به الگوهای پیادهمحور را با دشواری مواجه ساخته است. از همین رو، در پژوهش حاضر با هدف گزینش سیاست مناسب برای کاهش تسلط اتومبیل در بافت مرکزی شهر همدان سعی شده است تا با استفاده از فرایند تحلیل سلسله مراتبی به مقایسه دو سیاست پیادهمداری (تقلیل تردد خودروهای شخصی) و پیادهراهسازی (حذف کامل خودروهای شخصی) در داخل رینگ مرکزی شهر همدان پرداخته شود. معیارها و شاخصهای ارزیابی این دو سیاست از منابع داخلی و خارجی استخراج شده و با توجه به شرایط وضع موجود محدوده با روش دلفی (30 کارشناس) مورد ارزیابی قرار گرفتهاند. نتایج این پژوهش نشان میدهد تأثیرگذارترین معیارها در سنجش ظرفیت پیادهگستری یک محدوده به ترتیب شامل «ساختار شبکه حملونقل»، «وضعیت ترافیک»، «شرایط اجتماعی»، «کاربری و فعالیت»، «ساختار کالبدی»، «شرایط طبیعی»، «ملاحظات اقتصادی» و «سیما و منظر» است که بررسی این معیارها در نمونه مطالعه، بیانگر برتری سیاست پیادهمداری نسبت به سیاست پیادهراهسازی است. در حقیقت این پژوهش نشان میدهد به سبب تأثیر منفی عواملی همچون شرایط طبیعی، ملاحظات اقتصادی، ساختار کالبدی و ... بر پیادهروی عابران در مرکز شهر همدان، نمیتوان اقدام به حذف کامل خودروهای سواری از داخل بافت مرکزی شهر نمود. از همین رو، تلاش برای تقویت پیادهمداری در بافت مرکزی شهر از طریق کاهش وابستگی مردم به استفاده از وسایل نقلیه شخصی و نیز انتقال ترافیک عبوری از داخل بافت به رینگ پیرامونی، میتواند به نحو مؤثری میان تردد سواره و پیاده تعادل ایجاد کند و به رضایت عمومی بینجامد. بنابراین پیشنهاد میشود ضمن حفظ امکان دسترسی خودروهای شخصی تا مرکز بافت (میدان امام)، صرفاً با تبدیل میدان امام به یک فضای پیاده ارتباط خیابانهای شعاعی داخل رینگ مرکزی قطع شده تا از این طریق سهم قابل توجهی از ترافیک غیرضروری (عبوری) داخل محدوده به رینگ پیرامونی منتقل شود.

ابزارهای ایزوویست و تحلیل گراف دید تلاشهایی هستند که در سالهای اخیر در جهت بیان کمی و قابل اندازهگیری کیفیت فضایی شدهاند و با وجود عدم بلوغ و تکامل، توسط محققان با دید ابزارهای آینده تحلیل فضا نگریسته میشوند. این تحقیق با هدف آشنایی عملی با این ابزارها به بررسی بافت شهری سنندج به وسیله آنها میپردازد. در این پژوهش منطقههایی از چهار بافت شهری متفاوت از شهر سنندج انتخاب شدند و پس از آمادهسازی در نرمافزارها، با استفاده از آنالیزهای ایزوویست و تحلیل گراف دید مورد بررسی و تحلیل قرار گرفتند. سپس نمودارها و آمارهای به دست آمده از این بافتها بررسی گردیده و با هم مقایسه شدند. تفسیر یافتههای تحلیل ایزوویست و گراف دید نشان میدهد که بافت قدیم در عین اینکه بدون وجود نقشههای شهرسازی مدرن به وجود آمده، با این حال مردم سازنده این بافت از نوعی استاندارد ذاتی و جمعی برای اندازهها استفاده کردهاند. همچنین این بافت در میان چهار گونه بافت شهری سنندج، واجد بیشترین غنای بصری و تنوع آن است و تحلیل شاخص فضای همسایگی مخصوص، زیبایی ناشی از هارمونی و تعادل در این بافت را نشان میدهد. در نهایت، نتایج به دست آمده درخصوص چهار گونه کلی بافت در شهر سنندج نشان میدهد که شاخصهای آنالیزهای ایزوویست و تحلیل گراف دید تفاوتها و شباهتهای میان این بافتها را از نظر خصوصیات فضایی و کیفیت بصری، به خوبی آشکار میکنند، بنابراین در تصمیمگیریهای مربوط به طراحی شهری، توجه به نتایج استفاده از این ابزارها میتواند به ارتقای کیفیت بصری بافتهای شهری کمک شایانی نماید.

نقش مؤلفه های منظر حسی در کیفیت محورهای مجهز محلی ( مطالعه موردی: محور علیقلی آقا در اصفهان)
شهر و فضاهای شهری افزون بر جلوههای بصری حاوی ویژگیهای محسوس دیگری هستند که میتوانند با تحریک حواس مخاطب، منشأ برانگیختگی احساسات و شکلگیری خاطرات گردند. درگذشته کیفیتهای ناشی از محرکهای حسی مانند بوی نان تازه، ادویه و عطر، صدای سم اسب و چرخ گاری، صدای چکش مسگرها در محلات و بازارهای تاریخی به کالبد فضاهای شهری روح میبخشیدند. درحالی که منظرحسی در کالبد بیجان شهرهای امروزی متأثر از بوی دود و صدای بوق خودروها و مدرنیته شهری رنگ باخته است. از طرفی به دلیل تسلط و تفوق حس بینایی در فرایند ادراک، دریافتهای ناشیاز دیگر محرکهای حسی همچون صداها، بوها، مزهها و نمودهای حس زمان با وجود نقش با اهمیت خود در کیفیت بخشی به فضای شهری و ایجاد فضای یاد و خاطره، کمتر مورد توجه برنامهریزان و طراحان قرار میگیرند؛ در حالی که یکی از راههای ارتقای کیفیت فضاهای شهری، افزایش غنای حسی محیط به منظور به کارگیری تمامی حواس با هدف ایجاد جذابیت، افزایش شمولیت و امکان فعالیت برای همه اقشار اجتماعی، سنی، جنسی و افراد کمتوان از نظر ادراک و حواس مانند افراد نابینا، ناشنوا و معلول میباشد. این مقاله ضمن تبیین رویکرد منظرحسی، تأثیر مؤلفههای آن را بر کیفیت محورهای مجهز محلی مورد بررسی قرار میدهد. این تحقیق از نوع مطالعه موردی است که با راهبرد همبستگی انجام شده است. محور علیقلیآقا از جمله محورهای تاریخی و مراکز محلهای فعال در شهر اصفهان میباشد که از دیرباز به دلیل دارا بودن عناصری چون مادی، بازارچه، مسجد و حمام، محوری پویا و سرزنده، دارای کیفیتهای فضایی و نسبتاً پاسخگو به نیازها و حواس مختلف ساکنان بوده؛ هرچند امروزه این کیفیتها رو به افول هستند. دراین مقاله پساز تبیین عناصر و کیفیتهای منظرحسی، معیارهای ارزیابی کیفیت محورهای محلی با رویکرد منظرحسی در چهار سطح استخراج شد. سپس براساس معیارهای سطح چهارم (شاخصها)، پرسشنامه طبق طیف هفتگزینهای لیکرت تنظیم گردید و با استفاده از تکنیکهای مشاهده میدانی، نقشهبرداری رفتاری، مطالعات حسگردی، صداگردی، مصاحبه و عکسبرداری و تحلیل رگرسیونی چند متغیره سلسله مراتبی کیفیت مؤلفهها در محور علیقلیآقا مورد برداشت، ارزیابی و تحلیل قرار گرفت. یافتههای تحقیق وجود رابطه معناداری را بین مؤلفههای منظرحسی و معیارهای کیفیت محور محلی نشان میدهد. از نظر میزان تأثیرگذاری مؤلفههای منظرحسی بر کیفیتهای محور، اهمیت شاخص حس زمان بیش از دیگر شاخصها میباشد و پساز آن بهترتیب مناظر بساوایی، بویایی، چشایی، صوتی و منظر بصری قرار دارند.

تحلیلی بر شاخص های شهروند الکترونیکی از نظر شهروندان در شهر تبریز
پژوهش حاضر با هدف تحلیلی بر شاخص های شهروند الکترونیکی از نظر شهروندان در شهر تبریز تدوین یافته است. نوع تحقیق با توجه به هدف؛ کاربردی- توسعه ای و از نظر ماهیت و روش از نوع توصیفی، تحلیلی و پیمایشی است. اطلاعات و داده های مورد نیاز تحقیق با استفاده از روش های اسنادی و میدانی (پرسشنامه) جمع آوری شده است. جامعه آماری شامل شهروندان ساکن در مناطق دهگانه شهر تبریز می باشند که با استفاده از فرمول برآورد نمونه کوکران تعداد و حجم نمونه افراد مورد مطالعه برابر با 322 نفر تعیین و برای اطمینان بیشتر با 10 درصد افزایش، تعداد نهایی نمونه آماری به 354 نمونه افزایش یافته است. تعداد نمونه برای هر منطقه از طریق روش وزن دهی متناسب با جمعیت آن منطقه مشخص شده است. به منظور تجزیه و تحلیل دادهها از نرم افزار SPSS و آزمونهای آماری پیرسون و تی تک نمونه ای استفاده شده است. یافته های پژوهش حاکی از آن است که کیفیت دسترسی شهروندان به امکانات ICT و مراکز خدمات رسانی الکترونیک، پس از انجام آزمون تی تک نمونه ای، میانگین و میزان T به ترتیب برابر با 19/3 و 13/5 بوده که دسترسی نسبتاً مناسبی را به این امکانات نشان می دهد. از نظر شاخص های شهروند الکترونیکی میانگین بدست آمده 79/2 با در نظر گرفتن زیرساخت ها؛ در سطح مطلوبی قرار دارد. از دید شهروندان در استفاده ای که از فناوری اطلاعات و ارتباطات دارند نتایج نشان می دهد که استفاده بهینه از آن و شکل گیری شهر الکترونیک می تواند آثار مثبتی بر ابعاد گوناگون اقتصادی، اجتماعی، زیست محیطی و کالبدی توسعه پایدار شهر بر جای نهد. پس از انجام آزمون تی تک نمونه ای، میانگین و میزان T به ترتیب برابر با 71/3 و 03/19 بوده است. با توجه به تجربه استفاده از ICT، بالای 79 درصد شهروندان موافق با ضرورت استفاده از ICT و ایجاد شهر الکترونیک هستند؛ در نتیجه رابطه معناداری بین آمادگی الکترونیکی شهروندان و پذیرش اثرات استفاده از ICT و گسترش شهر الکترونیک وجود دارد، شدت همبستگی 433/0 r= حاکی از رابطه مثبت و رو به بالای بین این دو متغیر است. بنابراین شهروندان ضمن متوجه بودن به ضرورت آموزشهایی با متد و محتوایی نوین، نقش ICT را کاربرد بسیار ارزشمندی به منظور تجربه زندگی بهتر می دانند.

تحلیل ساختار فضایی-کالبدی محدوده مرکزی شهر زنجان با رویکرد تفکر راهبردی
مراکز شهری در ایران نهتنها از تحولات مدرنیته به دور نبودهاند بلکه بیشترین میزان تحولات و مسائل شهری را به خود دیدهاند. امروزه محدوده مرکزی شهر زنجان با مسائل و مشکلات عدیدهای از جمله تمرکز و اختلاط بیبرنامه انواع کاربریها، آلودگی صوتی و ازدحام جمعیت، کمبود فضاها و سرانههای خدمات عمومی و وجود ترافیک در ساختار فضایی _کالبدی خود مواجهه میباشد. وجود پیوندهای چند سویه بین قابلیتها و محدودیتهای محدوده مرکزی شهر زنجان با نگاهی به وضعیت ناخواسته موجود، اندیشهای است که موانع بهبود وضعیت این محدوده به چالش میکشد. هدف از پژوهش حاضر تحلیل ساختار فضایی _ کالبدی محدوده مرکزی شهر زنجان با رویکرد تفکر راهبردی میباشد. روش پژوهش توصیفی _ تحلیلی و روش جمعآوری اطلاعات با استفاده از مطالعات کتابخانهای و میدانی بوده است. مشاهده و استفاده از پرسشنامه از روشهای میدانی مورد استفاده میباشند. تعداد نمونه آماری مورد بررسی برای تکمیل پرسشنامه شامل 153 نفر از شهروندان زنجانی میگردد. نتایج پژوهش نشان میدهد مسائل و مشکلات ساختار فضایی _ کالبدی محدوده مرکز شهر زنجان در ارتباط با امکان تحقق منافع حاصل از فرصتهای راهبردی مفهوم مییابند. میزان تلاش مورد نیاز برای رفع هر کدام از مسائل و مشکلات با توجه به میزان پیچیدگی هر یک از مسائل و مشکلات میباشد. با تحقق منافع حاصل از فرصتهای راهبردی محدوده مرکزی شهر زنجان به عنوان مکانی مطلوب که حداکثر توانهای خود را عرضه میدارد، تولدی مجدد خواهد یافت.

ارزیابی سیاست های مسکن مهر در ایران و ارائه راهکارهایی جهت بهبود آن
مسکن مهر موضوعی است که در سالهای اخیر در راستای بهبود وضعیت مسکن از سوی دولت در دستور کار قرار گرفته است. این طرح با هدف تأمین مسکن برای اقشار کم درآمد جامعه، قیمت زمین را از قیمت مسکن حذف نموده و واحدهای مسکونی را به صورت اجاره 99 ساله در اختیار آنها قرار داده است. این واحدها در کلانشهرها، شهرهای بزرگ و شهرهای میانی با شرایط و وضعیت گوناگونی در اختیار متقاضیان قرار گرفته است. مقاله حاضر بر آن است تا با مطالعه و ارزیابی سیاستهای مسکن مهر در ایران، نقاط ضعف آن را دریافته و راهکارهایی برای رفع آنها و تدوین شرایط مسکن مطلوب ارائه دهد. به منظور دستیابی بدین مهم، ابتدا با مطالعه ویژگیهای مسکن ایران و جهان، شاخصهایی برای آن استخراج شده و سپس 36 شاخص مسکن به کمک روش تحلیل عاملی به نُه عامل تقلیل یافته و درجه تأثیرگذاری هر عامل بر سیاستهای مسکن مهر مشخص شده است. در گام بعدی به کمک تحلیل رگرسیونی اثر عوامل مربوطه اندازهگیری شده و درجه اهمیت هر کدام محاسبه شده است. سپس اولویت اصلاح سیاستها با توجه به این رتبهبندی تعیین گردیده است. نتایج به دست آمده گویای این است که عامل« طراحی و ساخت مسکن و محیط پیرامونی » در اولویت نخست، عامل « مکان و موقعیت » در اولویت دوم، «تسهیلات و خدمات» در اولویت سوم، «اندازه واحدهای مسکونی» اولویت چهارم، «پوشش گروههای نیازمند» اولویت پنجم، «توجیه اقتصادی» اولویت ششم، «تراکم» اولویت هفتم، «تأسیسات و تجهیزات زیربنایی» اولویت هشتم و «فضای شهری» در اولویت نهم اصلاحات قرار دارند. در نهایت بر اساس نتایج به دست آمده، راهکارهایی از قبیل بهبود وضعیت ساخت واحدهای مسکونی و نوع مصالح مورد استفاده، نظارت بر عملکرد پیمانکاران، تعبیه کاربریهای آموزشی، بهداشتی، اداری و تجاری در پروژههای مسکن مهر و ... برای ارتقای پروژههای مسکن مهر تدوین شده است.
