بررسی و تحلیل توزیع عادلانه خدمات شهری و الگوی پراکنش فضایی آنها در شهر همدان
برنامه ریزی شهری از آنجایی که با تخصیص و توزیع منابع کمیاب در بین مکان های مختلف شهر در ارتباط است، متکی بودن آن به معیاری همچون عدالت اجتماعی ضروری تلقی می شود، زیرا در غیر این صورت می تواند به برخورداری برخی از مکان ها نسبت به سایر مکان ها در شهر منجر گردد. از این منظر، نقطه اشتراک برنامه ریزی شهری و عدالت اجتماعی در شهر، عدالت توزیعی است. اساس توزیع عادلانه خدمات شهری نیز توجه به دو معیار قابلیت دستیابی و چگونگی پراکنش فضایی خدمات در شهر می باشد. با توجه به اهمیت موضوع، هدف از تحقیق حاضر بررسی میزان عادلانه بودن توزیع خدمات شهری و الگوی پراکنش فضایی آن در شهر همدان می باشد. تحقیق حاضر از نوع توسعه ای بوده و روش شناسی آن متکی بر توصیفی و تحلیلی است. در این تحقیق برای سنجش معیار میزان دسترسی ساکنان به خدمات شهری (قابلیت دستیابی) از چهار شاخص ضریب ساختار شهری، ضریب اهمیت خدمات، تراکم برخورداری از خدمات و نسبت فاصله ای از خدمات و همچنین برای سنجش معیار پراکنش فضایی خدمات شهری از ضرایب موران و گری استفاده شده است. نتایج نشان می دهد که میزان دستیابی ساکنان به مجموعه پنج گانه خدمات شهری (آموزشی، درمانی، ورزشی، فضای سبز و فرهنگی_مذهبی) در سطح نابرابری قرار دارد؛ هر چند در مجموع، توزیع یکپارچه آنها در سطح شهر به نسبت متعادل تر است. علاوه بر این نتایج یافته ها از چگونگی پراکنش فضایی میزان دستیابی و تراکم جمعیتی در شهر همدان نشان می دهد که این پراکنش در شهر همدان خوشه ای بوده و تمرکز نیز به سمت محلات برخوردار سوق پیدا کرده است؛ که این وضعیت عمدتاً به عدم برخورداری سکونتگاه های غیررسمی که در شرق و شمال شهر همدان قرار دارند، منجر شده است. بی عدالتی در توزیع خدمات شهری می تواند پیامدهای گوناگونی داشته و شهر را از رسیدن به توسعه پایدار باز دارد. از این رو پیشنهاد می شود که مدیریت شهری، رفع بی عدالتی در توزیع خدمات شهری را در اولویت کاری خود قرار دهد.

جایگاه برنامه ریز در فرآیند برنامه ریزی شهری ایران
برنامه ریزان به عنوان میانجی گران بین شناخت و کنش، جایگاه مهمی در به ثمر رسیدن مطلوبها در فرایند برنامه ریزی هر جامعه ای دارند. روند رویکردهای اخیر که مبتنی بر اجتماع و سیاسی شدن فرایند برنامه ریزی و بالطبع، دور شدن از فرایند برنامه ریزی صرفاً فنی، کالبدی و عقلانی بوده است، ذهنیت تغییر در بسیاری از راهبردهای برنامه ریزی را سبب شده است. برنامه ریزان در رویکردهای جدیدتر ترغیب شده اند تمامی تلاششان را معطوف به استفاده از تمامی نیروها، جهت پیشبرد اهداف، برای خلق جهانی بهتر کنند. رسیدن به این وضعیت، اصلاً روندی ساده و در دسترسی نبوده است. هنوز در بسیاری از کشورها (و ازجمله در کشور ما)، بخش عمده ای از تلاش برنامه ریزان در فرایند برنامه ریزی به سبب تعریف ناقص و ناکارآمد، و همچنین دخالت های دولتی، عملاً بی نتیجه مانده است. این مقاله می کوشد با نگاهی انتقادی، فرایند برنامه ریزی و جایگاه برنامه ریزانِ علم گرا و فن گرای کنونی کشور را بررسی و ضرورت تغییر روش برنامه ریزی، به روشهای اجتماع محور و سیاست محور را یادآوری کند و برنامه ریزان را به بازتعریف جایگاه خود در برنامه ریزی دعوت نماید. در این مقاله تلاش شده است ابتدا از طریق مطالعات اسنادی انتقادهای اصلی واردشده بر برنامه ریزی فنی و سنتی که برنامه ریزی غالب در کشور است، بررسی شود و سپس این انتقادها در روند مطالعات کشور مورد کنکاش قرار گیرند. ازآنجایی که بخش عمده ای از مطالعات کشور توسط شرکت های مهندسان مشاور، صورت می گیرد؛ از طریق مصاحبه با مدیران عامل بزرگترین شرکت های مهندسین مشاور کشور، چالشهای پییش روی برنامه ریزان مورد تجزیه وتحلیل قرارگرفته است. این مطالعه نشان می دهد نقش برنامه ریزان در بین اضلاع اصلی جامعه یعنی دولت و اجتماع جانبدارانه، ناقص و پرایراد است، برداشتهای برنامه ریزان از برنامه ریزی نیز بسیار ناپخته، یخ زده و تغییرنیافته است و برنامه ریزی به واسطه ویژگی جانبدارانه و درونی شده در درون ساختار دولت یک طرفه و کاسب کارانه شکل گرفته است.

تحلیلی بر رابطه میان شاخص های عینی و ذهنی کیفیت زندگی از منظر کیفیت و امنیت کالبدی در بافت قدیمی شهر ارومیه
در دهه های اخیر موضوع کیفیت زندگی شهری و ارتقای رضایتمندی شهروندان از محیط زندگی خود توجه بسیاری از محققان و سازمان های جهانی را به خود جلب کرده است؛ تا آنجا که سازمان ملل متحد هر ساله گزارشی با نام گزارش انسانی منتشر می کند و در آن شهرهای مختلف جهان را از نظر سطح کیفیت زندگی موجود مورد مقایسه قرار می دهد. کیفیت زندگی دارای معیارهای مختلفی است که یکی از مهمترین معیارهای آن کیفیت و امنیت کالبدی است که توجه به آن موجب کاهش مشکلات فراوانی از قبیل زوال نشاط و شادابی و سرزندگی، عدم احساس آرامش از حضور در فضا و ... می شود. هدف این تحقیق ارزیابی کیفیت زندگی شهری با توجه به معیار کیفیت و امنیت کالبدی در سکونتگاه هاست. بر این اساس معیار کیفیت و امنیت کالبدی از دو وجه عینی و ذهنی در بافت قدیمی شهر ارومیه به عنوان نمونه موردی، مورد سنجش و بررسی قرار می گیرد. روش تحقیق در این مقاله از نوع پیمایشی _ تحلیلی بوده و در آن از ابزار پرسشنامه، مدل تحلیل سلسله مراتبی (AHP) و تکنیک های فازی، رگرسیون خطی و ضریب همبستگی پیرسون برای تجزیه و تحلیل داده های کمی و کیفی استفاده شده است. نتایج حاکی از آن است که رضایت از دسترسی به خدمات، اثر مثبت و معناداری را به لحاظ آماری بر کیفیت زندگی ذهنی وارد می کند و افزایش رضایتمندی ساکنان از متغیرهای معیار کیفیت و امنیت کالبدی، سبب افزایش رضایتمندی از کیفیت زندگی ذهنی می شود. این یافته ها به برنامه ریزان شهری گوشزد می کند که عوامل کالبدی نقش بسزایی در افزایش رضایتمندی از کیفیت زندگی شهروندان دارد.

«شهرسازی عدالت_ محور »؛ رهیافتی پیشرو در برنامه ریزی شهری
توجه به الگوها و عناصری که می تواند منجر به شهری عادلانه تر گردد، چندان تازگی ندارد. در همه مکاتب فکری چه چپگرا و چه راستگرا، برنامه ریزان و سیاست گذاران خود را به عنوان قهرمانان برقراری عدالت در جامعه تصور می کنند. با این حال تا دهه 1980این سوسیالیستها بودند که تمرکز محوری خود را بر موضوع عدالت استوار کرده بودند نه لیبرالها. از آغاز قرن بیست و یکم چندین نظریه پرداز مهم غیرسوسیالیست نیز در این حوزه به اظهار نظر پرداختند. از این رو می توان استدلال کرد که مکتب جدیدی با عنوان "شهر عدالت محور" در حیطه مطالعات شهری ظهور کرده است. درنظرگیری عدالت به عنوان ارزش محوری کنش شهرسازی برای برخی نظریه پردازان شهری به ویژه سوزان فاینستاین بسیار جذاب بوده است. از آنجا که شهر عدالت محور یک نظریه واحد نیست، در ابتدا تلاش می شود تا مهمترین آرای مرتبط با این مفهوم شناسایی گردد. پرسشی که در اینجا مطرح می شود آن است که چه مسیرهایی برای رسیدن به شهری عادلانه تر توسط نظریه پردازان برنامه ریزی طی شده است؟ امروزه توجه به شهر و شهرسازی عدالت محور در متون نظری برنامه ریزی شهری آن قدر گسترش یافته است که از طرف برخی اندیشمندان از "شهرسازی عدالت محور" به عنوان جایگزین مناسبی برای الگوی "توسعه پایدار" در قرن کنونی سخن رانده می شود. مقاله حاضر می کوشد ضمن بازشناسی مهمترین نظریه های مرتبط با شهرسازی عدالت محور، به بررسی تطبیقی آنها و بیان ویژگی های هر یک پرداخته و در نهایت مرزبندی روشنی بین شهرسازی عدالت محور با مفاهیم مجاور از جمله عدالت سیاسی، عدالت اقتصادی و عدالت فرهنگی ارائه دهد. در این مسیر دیدگاه های سوسیالیستی )هاروی(، برنامه ریزی ارتباطی )اینز(، برنامه ریزی همگانی )مارکوس(، برنامه ریزی گفتمانی )فیشر( و نظریه شهر عدالت محور )فاینستاین( بررسی و مقایسه شد. در خصوص تفکیک حوزه شهرسازی عدالت محور با سایر مفاهیم مرتبط با عدالت اجتماعی، با توجه به دو معیار "مقیاس" و "نتیجه"پنج حوزه اصلی عدالت شامل: عدالت سیاسی، عدالت قضایی، عدالت اقتصادی، عدالت فرهنگی و عدالت فضایی _ کالبدی، شناسایی شد. در پایان نیز موقعیت شهرسازی عدالت محور در ارتباط با این پنج حوزه اصلی عدالت اجتماعی تعیین گردید. ارتباط بین شهرسازی عدالت محور و عدالت قضایی و سیاسی از طریق عدالت فضایی و تا حدودی عدالت اقتصادی و عدالت فرهنگی برقرار می گردد.

واکاوی ارتباط مدت زمان سکونت با شکلگیری هویت مکان در توسعه شهری جدید مطالعه موردی: منطقه 22 شهر تهران
مقاله حاضر به واکاوی ارتباط مدت زمان سکونت با شکل گیری هویت مکان در توسعه شهری جدید، نمونه منطقه 22 تهران می پردازد. بر این اساس، تمرکز عمده بر مدت زمان سکونت در میان سایر معیارها یا عوامل مهم در فرآیند شکل گیری هویت مکان در توسعه شهری جدید، جهت گیری و سهم اصلی مقاله را به خود اختصاص می دهد. در سطح نظری و به واسطه دیدگاه ها و نیز پژوهش های شناسایی شده و مورد استناد در چارچوب هدف یادشده، ارتباط قابل توجه و در عین حال معنادار و مثبت مدت زمان سکونت با فرآیند فوق مبنی بر شکل گیری و توسعه تدریجی و مستمر هویت مکان در سایه پیوستگی، توالی و آن طور که عموماً یاد می شود، تداوم ارتباط متقابل (تعامل) ساکن و محل سکونت در گذر زمان، مورد تأکید قرار می گیرد. این در حالی است که در سطح تجربی نیز در ارتباط با مطالعه موردی شامل شهرک های دهکده المپیک، چشمه، راه آهن و صدرا، ارتباط معنادار و مثبت یادشده به واسطه بررسی و تحلیل داده ها با استفاده از ضریب همبستگی اسپیرمن تأیید می شود. این مدت زمان سکونت، احراز و تشخیص هویت مکان از نقطه نظر ساکنانی که در یک توسعه شهری جدید سکونت خود را اختیار کرده اند، ارتقا می یابد. این یافته، گویای این است که مدت زمان سکونت عاملی کلیدی در فرآیند شکل گیری هویت مکان در توسعه شهری جدید است. ضریب این همبستگی در شهرک های دهکده المپیک، چشمه، راه آهن و صدرا به ترتیب 0.57 به ازای 451 نمونه، 0.58 به ازای 751 نمونه، 0.78 به ازای 661 نمونه و0.77 به ازای 161 نمونه مورد توجه است. این چنین، شهرک های چشمه و راه آهن گویای همبستگی قویتری در این زمینه نسبت به دو شهرک دیگر هستند. تخمین این ارتباط و ترسیم آن در قالب هر سه نوع رابطه خطی، توانی و لگاریتمی امکان پذیر بوده، اما مدل مبتنی بر رگرسیون خطی، از برازندگی بهتری نسبت به دو حالت دیگر برخوردار است.

تحلیل تطبیقی ساختار برنامه ریزی و مدیریت مناطق شهری مطالعه موردی: تهران،سیدنی،تورنتو
علی رغم گذشت بیش از دو دهه از تصویب مصوبه ی مجموعه های شهری و تهیه ی طرح ها و پژوهش های متعدد دانشگاهی، نهادهای مسئول برنامه ریزی کلان کشور از دستیابی به یک الگوی برنامه ریزی و مدیریتی مطلوب برای مجموعه های شهری ناکام مانده اند. مهمترین علل این ناکامی را می توان عدم توجه پژوهش ها به واقعیت های فضایی، سازمانی وساختار تصمیم گیری در ایران، فقدان بررسی های موشکافانه ی سازوکارهای اجرایی و کم توجهی به لزوم انطباق رویکردهای برنامه ریزی با ساختار اداری-برنامه ریزی کشور دانست. هدف این پژوهش شناسایی تحولات ساختاری و محتوایی لازم برای بهبود عملکرد مدیریتی، در سطح مجموعه های شهری است. لذا در تلاش است در یک بررسی تطبیقیِ عمومیت گرا با اتخاذ روش اسنادی در یک فرآیند سه مرحله ای، با مراجعه به اسناد، کتب و مقالات مرتبط با پژوهش پس از بررسی تجربیات برنامه ریزی و مدیریتی دو منطقه ی کلان شهری سیدنی و تورنتو ضمن لحاظ نمودن واقعیت ها و تفاوت های ساختار تصمیم گیری - اداری نمونه های مطالعاتی با ایران، با درک اقدامات و نهادهای کلیدی موثر در کارآیی نظام مدیریت کلان شهری، پیشنهاداتی در راستای بهبود مدیریت و برنامه ریزی مجموعه های شهری ارائه نماید. نتایج این پژوهش دو دسته مشکلات عام)مربوط به سطح کلان برنامه ریزی( و مشکلات سطح منطقه ای)در سطح مجموعه های شهری( را نمایان می سازد لذا دو دسته پیشنهادات 1-ساختاری- مدیریتی در راستای بهبود ساختار اداری و نظام تصمیم گیری و 2-برنامه ریزی-مدیریتی در راستای ارتقای کیفی محتوای طرح ها و برنامه های مجموعه شهری ارائه گردید. لزوم ایجاد نهاد مسئول منطقه ای در سطح مجموعه های شهری و برنامه ریزی چرخشی بجای برنامه ریزی سلسله مراتبی رئوس اصلی پیشنهادات هر بخش را تشکیل می دهند.

سنجش اثرات همگرایی نیروهای مذهب و اقتصاد در شکل و فرم منطقه ثامن شهر مشهد در دوره معاصر
وجود بارگاه حضرت رضا)ع( در شهر مشهد، مهمترین عامل جذب جمعیت و رونق فعالیت ها در ناحیه کنونی شهر مشهد است و تأثیر منحصر به فردی بر کمیت و کیفیت توسعه فیزیکی شهر مشهد داشته است. این عامل حائز اهمیت، نه تنها باعث تبدیل منطقه پیرامونی حرم مطهر به یکی از باشکوه ترین و وسیع ترین مجموعه های آرامگاهی جهان اسلام و موجب ظهور یکی از پردرآمدترین مناطق اقتصادی و گردشگری کشور شده، بلکه تأثیر قابل توجهی بر کمیت و کیفیت توسعه فیزیکی شهر مشهد داشته است. در مطالعه شکل و فرم بافت های شهری، نقش عوامل مختلفی مانند عوامل طبیعی، اقتصادی، فرهنگی، مذهبی و ... را می توان مشاهده نمود. به دلیل ماهیت معنوی و مذهبی منطقه ثامن، عوامل مذهبی نقش مهمی بر جهت گیری توسعه آن داشته اند. به علاوه، وجود فرصت های سرمایه گذاری با ارزش برای سرمایه گذاران خصوصی و عمومی، نقش عوامل اقتصادی را بر توسعه شهری این منطقه قابل توجه ساخته است. بنابراین به نظر می رسد که بین عوامل تبیین کننده شکل و فرم شهری، دو عامل مذهبی )معنوی( و اقتصادی )مادی( اساس یترین تغییرات منطقه ثامن مشهد را باعث شده اند. این مقاله، با هدف بررسی نقش دو نیروی قابل توجه )ارزشهای مذهبی و ارزشهای اقتصادی(بر شکل و فرم بافت پیرامون حرم )منطقه ثامن(، در دوره معاصر، به دنبال شناخت ارزشهای معنوی ) مذهب( و ارزشهای مادی )اقتصادی( و ارزیابی اثرات همگرایی و تعامل این دو نیرو بر شکل و فرم نهایی منطقه با استفاده از روش تحقیق تحلیلی _ توصیفی است. به این ترتیب، از یک سو به توصیف ویژگی های شکلی منطقه ثامن در مراحل مختلف رشد و تحول آن به شیوه توصیفی تحول سنجی می پردازد و از سوی دیگر، چرایی و چگونگی اثرگذاری دو نیروی قدسی و مادی در شکل و فرم این منطقه در دوره های مختلف تحلیل می شود. نتایج تحقیق نشان داد که این دو نیرو به طور هم عرض و در جهات مختلف، بافت شهری منطقه ثامن را دستخوش تغییرات جدی کرده اند و شکل و فرم نهایی منطقه ثامن تحت تأثیر کشاکش و تقابل دائمی بین این دو نیرو شکل گرفته است.
