چکیده

از تشریک مساعی نهادی در مدیریت شهری  با عنوان ماحصل فعالیت‌های درون و میان نهادی سازمان­های شهری یاد می­شود که مکمل عمل جمعی بوده و در فرآیند مدیریت شهری دارای ویژگی­های اعتماد، همکاری، مشارکت، تعامل، تسهیل­گری و انسجام است. دراین راستا موجبات شکل­گیری نقش کنشگران مدیریت بازآفرینی شهری پایدار در حوزه­های سیاست­گذاری اجرایی، مدیریت اجرایی، توسعه­گری اجرایی و تسهیل­گری و تعامل نهادی می­شود. پژوهش حاضر به بررسی ظرفیت تشریک مساعی میان­نهادی مدیریت بازآفرینی بافت­های فرسوده شهرهای ایران به صورت عام و کلانشهر اهواز به صورت خاص می­پردازد. جامعه آماری این پژوهش اعضای ستاد بازآفرینی شهری پایدار  است. روش پژوهش از نوع توصیفی_تبیینی با رویکرد تحلیل کمی و کیفی است و به همین­ منظور اطلاعات مورد نیاز بر پایه رجوع به اسناد معتبر علمی، برداشت­های میدانی و پرسشنامه از کارشناسان و مصاحبه با مدیران نهادهای عضو ستاد بازآفرینی بافت­های فرسوده شهری به عنوان کنشگران مدیریت بازآفرینی شهری کلانشهر اهواز جمع­آوری شده است. برای تجزیه و تحلیل اطلاعات از تکنیک­های آماری همبستگی پیرسون، رگرسیون چندمتغیره در غالب نرم­افزار SPSS و همچنین از نرم­افزار تحلیل شبکه­های اجتماعی UCI NET برای تجزیه و تحلیل مصاحبه­های نیمه ساختاریافته انجام گرفته، استفاده شده است. نتایج بیانگر این است که با توجه به نقش هر کنشگر، باید ارتقای ظرفیت­های نهادی، متناسب با ضرورت­ها و الزامات تحقق بازآفرینی شهری پایدار به عنوان پیش­فرض در نظر گرفته شود و با استفاده از رویکرد نونهادگرایی تلاش اصلی بر استفاده از ظرفیت­های تعاملی و تشریک مساعی مبتنی بر ارتباط و همکاری میان کنشگران، در مقابل ایجاد ساختارهای جدید باشد. به منظور تحقق رهیافت مدیریت یکپارچه در بازآفرینی شهری پایدار در سطح کلانشهر اهواز ضروری است هر کدام از کنشگران این حوزه در رهیافتی مشارکتی، وضعیتی متناسب با منابع قدرت و علایق و منافعی که دارند ایفای نقش نمایند. در این راستا تنظیم روابط متقابل میان کنشگران و همکاری میان آنها باید مبتنی بر برنامه بلندمدت و در نظر گرفتن منافع عمومی ­باشد.

Institutional collaboration in urban management is the result of activities between urban organizations that contribute to collective action and have characteristics of trust, cooperation, participation, interaction, facility, and integrity. Therefore, it reflects the formation of the role of urban renewal of sustainable management of the actors in the areas of policy-making, administrative and executive management, and administrative development that facilitate institutional interaction. The present study focuses on the institutional capacity of cooperative management of renewed and worn fabrics of Iranian cities and the metropolitan Ahwaz in particular. The research method is an explanatory and descriptive approach to quantitative and qualitative analysis. Therefore, the required information was collected by reviewing reliable scientific documents, obtaining experts’ opinions in the field and conducting interviews with managers and staff member agencies. The statistical techniques of Pearson correlation coefficient and multivariate regression in the SPSS are used to analyze the data. Also, with regard to the social network analysis, UCI NET is used for the analysis of semi-structured interviews. The results showed that, depending on their role, each agency should promote institutional capabilities consistent with the related requirements and consider sustainable urban renewal as a default action. In order to fulfill the integrated management approach in sustainable urban renewal in the city of Ahwaz, it is essential that each institution has a participatory approach. It is worth noting that setting mutual relations between the players and cooperation among them must be based on a long-term program that takes public interests into account.
