تعیین پهنه‌های مناسب مکان‌گزینی «خوشه‌های صنعتی» با استفاده از مدل‌های تصمیم‌گیری چند معیاره در محیط GIS؛ مطالعه موردی: خوشه صنایع چوبی استان اردبیل

چکیده

توسعه شهری و منطقه‌ای در کشورهای در حال توسعه تا حد زیادی به استفاده مطلوب از بخش صنعت بستگی دارد. در این میان، صنایع کوچک و متوسط نقش بسیار مهمی دارند. اغلب صنایع کوچک و متوسط به دلیل صرفه‌های در مقیاس، خوشه‌های صنعتی را شکل می‌دهند. در کشورهای در حال توسعه همانند ایران، به دلیل ضعف برنامه‌‌ریزی فضایی منطقه‌ای، اغلب خوشه‌های صنعتی به شکل برنامه‌ریزی نشده در فضای منطقه‌ای پخش می‌شوند. این مسئله به شکل‌گیری و تشدید ناپایداری توسعه منطقه‌ای می‌انجامد. استفاده صحیح از مزیت‌های خوشه‌های صنعتی، نیازمند مکان‌گزینی مناسب آنها در سطح منطقه‌ای است. برای مکان‌گزینی مناسب خوشه‌های صنعتی، استفاده از روش‌های مناسب علمی ضروری است. این پژوهش به دنبال پاسخ به این پرسش است که با توجه به ویژگی‌های منطقه‌ای، کدام پهنه‌های استان اردبیل برای مکان‌گزینی خوشه‌های صنعتی مطلوب هستند؟ هدف اصلی ‌این پژوهش، شناسایی پهنه‌های مناسب مکان‌گزینی خوشه‌های صنعتی در استان اردبیل است. در این زمینه، با توجه به قابلیت‌های استان در خوشه صنعتی چوب، این خوشه برای نمونه انتخاب شده است. در این پژوهش از 20 شاخص در قالب مدل‌ تصمیم‌گیری VIKOR در محیط GIS استفاده شده است. از نرم‌افزارهای Arc GIS 10.3 و IDRISI SELVA به عنوان ابزارهای تجزیه و تحلیل داده‌ها و خروجی گرفتن از اطلاعات، استفاده شده است. یافته‌های این پژوهش نشان می‌دهند که حوزه بلافصل سکونتگاه‌های شهری استان، به دلیل مزیت‌های جغرافیایی، مناسب‌ترین‌ پهنه‌های استقرار خوشه‌های صنعتی چوب در استان محسوب می‌شوند. در پایان، بر مبنای یافته‌های پژوهش، پیشنهادهایی برای برنامه‌ریزی فضایی در حوزه توسعه خوشه‌های صنعتی منطقه مورد مطالعه، ارائه شده‌اند.
