With the paradigm change in urban planning in 1980s, community achieved the central role. As a result, special attention has been paid to community in urban planning of Iran from 2000 in which the concept of community has been controversial. While some Iranian experts support the idea that the notion of neighborhood can be used instead of community, others deploy different concepts of community in western urban sociology without paying attention to the social, cultural, economic and political context of Iranian cities. As a result, both community-based researches and city plans are not successful enough. Thus, it is necessary to find out which concept of community adapts best to Iran urban planning system. Prior to Answering this question, three fundamental questions should be replied: (1) What are the considerations of deploying community theories in urban planning? (2) What does community mean in new urban planning paradigm? and (3) what does community mean in Iranian cities contexts? This research is carried out to answer the first question. In this regard, the study begins with giving an account of community theories through the study of valid documents with the emphasis on urban sociology. Afterwards, the similarities and differences of the notion of community are identified through the variation-finding comparative analysis of the theories. Then, the roots of these similarities and differences are derived from both narrative review and comparative analysis using qualitative content analysis. Based on the outcomes of this study, in order to deploy the western concepts of community, three mandatory factors should be taken in to consideration: (1) social, cultural, economic and political context of the target city or neighborhood; (2) urban planning theory of the research or plan; (3) the objectives of the research or devising the plan.
