The issue of resilience since 2005 (the Hugo Summit) has seriously followed the debate on empowering cities to perform better in the event of an accident. Since the structure of Iran's crisis management headquarters has a similar pattern to different cities, and more than a decade after its formation, it has had no satisfactory results in dealing with past events. So the main issue with regard to the earthquake hazard in Qazvin is what the structure of the headquarters should be in order to be more efficient than in the past. This paper is descriptive-analytical in terms of method. In the theoretical foundations section, by studying various documents, variables and indicators identified in institutional resilience were identified. Then the structure of the headquarters and the suggested models are described in the UN documents and other successful countries dealing with the events. In the analysis section, the necessary variables and indices were identified by CVR method. In this section, 30 urban planning experts were surveyed, in which 9 variables and 9 indicators were selected according to the Qazvin conditions for achieving sustainable development. A follow-up questionnaire was developed based on the Likert spectrum, whose questions were based on the tasks assigned by the law to the various workgroups of the staff. Based on the findings of the CVR section, the variables and target indicators for each question were determined. After surveying 110 experts in urban planning, the data were analyzed using SPSS software. Using T.Sududent test, the status of variables in different indices was evaluated for the existing status. The results showed that 9 variables were neglected. Comparing the Qazvin crisis management staff structure with the patterns in the world also showed that, unlike the successful models that consisted of four main sections, the Qazvin City Model structure consisted of only two sections, but these two sections also needed to be improved.
