Introduction Housing, as the environment in which the family has formed and developed, plays an important role in many aspects of human life. However, millions of people live in cities without the security of enjoying the proper ownership of housing and related services. With regard to this, governments should increase their efforts to promote, preserve and ensure the full realization of the right to adequate housing for those social strata. In this way, as the first measure expected of the governments, housing is provided for a decent life of the citizens. Depending on their views, governments apply policies and interventions. The problem of housing in Iran, as in most other societies in the world, is of particular importance. The government was obliged to meet this requirement in the form of a five-year development program. However, housing policies, as tools for proper development in accordance with Islamic principles, have not been able to meet the housing needs. Therefore, considering the housing problems in the city of Kermanshah and the continuation of these problems, this research is carried out to identify the factors affecting housing policies in the city and to present the necessary strategies in this area. Results Based on the strategic plan of housing policies in Kermanshah, the existence of a series of macroeconomic factors hinders the full realization of housing programs and policies. The contradictions, discrepancies and heterogeneity in the physical structure of the city were considered as the biggest obstacle on the macro level, which needs serious attention. It is necessary to pay attention to external macro factors such as managers’ ‘taste’ in looking at housing policies, lack of public sector facilities, housing market downturn due to lack of investment by the private sector with moderate importance, lack of adequate oversight on the implementation of national building regulations in designing and implementation of all urban and urban development projects, feeling of insecurity for public and private investments with little significance, inadequacy of government’s housing policy for the entire social strata of the community, non-establishment of factories in the industrial and agricultural sectors, and expensive materials and building materials. On the other hand, there is a range of effective factors on housing policies in Kermanshah. Using these factors, one can deal with some of these problems. Considering these factors, offering housing loans in accordance with the up-to-date requirements has the highest strategic appropriateness. Therefore, one should pay particular attention to these factors. Conclusion Regarding the plans and policies implemented in Kermanshah, as one of the metropolitan cities of Iran, there has been some difficulty in furthering development goals despite the improvement in the quality of residential units. The root of these problems is mainly in the regulation of residential development policies with a purely economic viewpoint without regard to target groups. Therefore, one has to find suitable strategies and solutions in order to resolve the housing problems of this city. Therefore, in this research, after understanding the city’s problems and the opinions of experts in the field of housing, with the consensus of the experts, it was concluded that the most influential programs were the housing mass production policy and Mehr housing plan. Despite all the quantitative measures, the city of Kermanshah needs about 20,000 houses for its citizens in the 2010s. Providing housing facilities for different income groups, encouraging the private sector to build and provide housing through industrial practices, education and culture, enforcing national building regulations and optimal monitoring of these regulations are the most important strategies for this research.

The culture-led urban regeneration and cultural tourism are two sides of a coin in the renovation of valuable urban areas. The first is a comprehensive process for saving the deteriorated urban areas of the city from the destruction of physic and activity, and the latter is the most effective way of promoting people’s participation, culture and art and mobilizing social and cultural forces for old urban areas. Culture-led urban regeneration is one of the most recent approaches to sustainable urban regeneration, which, after many years of experience, has proved its legitimacy not only as a theoretical approach, but also as a practical strategy for the modernization and improvement of the old neighborhoods. The contribution of the cultural and human heritage of valuable neighbors to the process of regeneration can be realized because the local economy and related businesses would be supported through tourism development and tourists’ interest in such neighborhoods. Therefore, the culture-led urban regeneration through tourism development can be considered as one of the most promising solutions for the sustainable regeneration of old towns. When tourism is considered as way of rehabilitation of the underlying culture, culture-based tourism is clearly intended. Cultural tourism is defined as a type of tourism whose main purpose is to spread the horizons of knowledge through the discovery of artistic heritage or architecture of a land. This article investigates the interaction of the two in the framework of strategic planning of cultural tourism development in the old fabric of Rasht, which covers the Zahedan and Sagharisazan neighborhoods. The research method is descriptive-analytic, using a combination of qualitative and quantitative tools, including a questionnaire, for data collection. The internal and external factors are evaluated through a panel of 30 local experts, including experts from the Municipality and Cultural Heritage and Tourism Department. The sampling method was snowball sampling due to the uncertainty of the population. The results show that, despite having its own cultural resources, the old fabric of Rasht has not been able to use local resources due to the weakness of the cultural tourism infrastructure and the lack of creativity in the use of art and culture in the process of culture-led urban regeneration. Prioritized strategies, executive policies and action plans were developed for mobilizing cultural and artistic sources in developing cultural tourism while actively protecting cultural heritage and identity simultaneously. Creating new and different tourist attractions through reviving ritual traditions, improving historic buildings by planning attractive activities for tourists and pedestrinization of Bazar-Khahar-e- Imam –Zarjub are among the most prioritized strategies designed for cultural-led urban regeneration through urban tourism in the old fabric of Rasht. Besides, the results of this article show that the plan for tourism development in the Iranian historical neighborhoods should be a long-term plan that prioritizes the provision of infrastructure and changes in short-term views towards urban management.

Globalization has basically transformed the world into a competitive market in which most companies seek to choose the appropriate economic policies and identify effective strategies to meet the emerging competitive environment, and the new challenges posed in this global competitive environment. In fact, today, tourism has become one of the most important competitive bases and competitive areas in the world in a way that each country and city is seeking a better position in this profitable and competitive area. Currently, most planners are seeking to use appropriate methods and strategies for long-term successful planning in this field, so that they can increase their success rate in tourist attraction due to the relative importance of human affairs. In the meantime, strategic planning is one of the most appropriate scientific methods for determining the weaknesses and strengths of the environment, identifying the most important sources of each region, as well as determining the most important macro-factors affecting the region. Indeed, in this type of planning, we can determine a specific program in the scientific framework for tourism in Kurdistan by identifying the set of factors mentioned above. Therefore, in the present study, we seek to achieve the following goals using the Meta-SWOT technique: identifying the most important tourism opportunities in Kurdistan, the major factors affecting tourism in Kurdistan, and the competition situation of the province with neighboring provinces until 2025. In order to achieve these goals, the required data was collected by experts from the Kurdistan Tourism Development Document. The sample includes 25 experts and researchers related to the research topic. In addition to Kurdistan province, the selected sample includes the neighboring and rival provinces. Research findings were analyzed in two steps. In the first step, tourism competition map of Kurdistan with neighboring provinces was drawn. In the second step, the tourism proportion strategic map of Kurdistan was presented considering the resources and capabilities of the province as well as the major factors affecting tourism in Kurdistan. The results of this research, drawn from the competitive map, indicate that the status of tourism in Kurdistan will be in a competitive position compared to its rivals, namely Kermanshah, Hamedan, and Azerbaijan provinces in terms of attracting foreign tourists in the target year. In order to achieve this goal in the vision document, resources and capabilities that were identified by experts to have the highest scores should be strengthened and considered as strong and forward-looking strategies. In the strategic proportion map, the results show that ecotourism and border markets have the highest level of strategic alignment with environmental factors, and, in the regional competitiveness debate, they are the most important potential of Kurdistan for taking up tourism market in the region. Also, the historical record of the province and the existence of suitable infrastructure for tourism have the highest level of strategic alignment with the goals set out in the Tourism Document of Kurdistan. Also, the most important factors affecting the development of Kurdistan tourism are the country’s macro-management, international sanctions and foreign policy of the state. Therefore, political stability in the country will improve the situation of Kurdistan in attracting foreign tourists.
